Former Marine charged with possessing C4

FREDERICKSBURG, Va. — A former Marine was arrested Friday after C4 stolen from a military base a decade ago was found at a home where he used to live, police said.

James Oscar Dorries, 42, of Stafford, was charged with three felony counts of possessing explosive devices.

Three pounds of C4 and other items stolen from the Quantico Marine Corps base in the 1990s were in a shed behind the home, Sheriff’s Maj. David Decatur said. Officers also found electric blasting caps, a live military smoke grenade, various booby trap devices and other items.

Decatur said Dorries no longer lived at the home because of an April incident involving an assault on a family member.

More charges are expected, Decatur said. Dorries is being held at the Rappahannock Regional Jail under no bond.
