Dress/service cover size?

I need to order a new cover for my dress blues, the one I have is slightly too small and will not stay on my dome and its pretty old and worn out. Since I been out for 10 years or so, I cant goto a px and get fitted. The frame size I have now is a 7 with a 6 7/8 cover. My head diameter is 22 1/2" does this measurement get divided by 3 or something to get the frame size? Thanks again for helping out this born again boot.
