It states if you overtake the last person. In order to overtake the last person, you would have to be behind the last person. In other words, you cannot overtake the last person, because they are...well...last. OR you are the last person and cannot overtake yourself. It is an impossibility. Many will say, like it suggest, I am second to the last. Can't happen.
