then it's more selective with rank being handed out per your MOS...

I can remember that I was a Buck Sgt., Acting Sgt., Sgt. E-5. From Buck Sgt. to Sgt. E-5 it took 10 years. You didn't see Sgt's without hashmarks then. There were even pvts with hash marks.
