"Seaman Stripes" on uniform jacket?
Studying up on knowledge, and I can't seem to find any information on what the stripes on the forearm of the dress blues stand for. I know they are part of the Navy's rank insignias, but can't find anything online about what it means for Marines.

Those are "hash marks". Each stripe denotes 4 years of service.

The correct name for it is "service stripes". So that Marine has been in at least 8 years. Perhaps more, but at least 8. Upon 12 years in, he'll have a third service stripe.
