When you get out in the desert to Fort Irwin they should be able to answer your question. Best way for you to find out is to Google it.

A selection board is convened each fiscal year to screen applicants and select the best qualified to send to the Warrant Officer Basic School.
Before the board meets, a message is published to all commands outlining the basic qualifications and deadline for applications.
Warrant Officers are considered technical experts in their field so to be qualified you would need to have completed all the formal training appropriate for your pay grade at that time plus have years of experience/on the job training.
An official photo is part of the actual application package (along with current PFT/CFT/rifle scores) so anyone who does not look squared-away in their uniform should not waste their time.
