Why will the Marine Corps not give a Vietnam vet a review for an upgrade from conditions other than honorable

Thedischarge was awarded in lieu of brig time and a BCD ifor 3rd offense AWOL

BTW all this occured after my return from Vietnam

And i already had one honorble discharge
I was dischrged in 1964 to reserve then went back on active duty in 1966
