    GENTEXT/REMARKS./1. Purpose. This bulletin announces the SRB program authorized for FY17 and the continuation of the FY17 BSSRB program. First term Marines (Zone A) who reenlist on or after 1 Jul 2016 are eligible for the FY17 SRB program. Career Marines (Zone B, C, and E) who reenlist on or after 1 Jul 2016 are eligible for the FY17 SRB program. This will include:

    a. Any regular component first term or career Marine with an end of current contract (ECC) from 1 Oct 16 to 30 Sep 17.

    (1) In support of Ref A, FY17 and FY18 first term Marines possessing the PMOS of 6112, 6122, 6152, 6172, or 6322 will be allowed to compete for an MV-22 equivalent boat space via lateral move request during FY17 in their like MOS, according to para 4.c.1. of this message. Furthermore, those Marines will rate the respective MV-22 bonus in accordance with para 3.j.

    b. Prior service regular component Marines who reenlist back into the active component will only be allowed to reenlist after 1 Dec 16. Exceptions to this policy will be made for individuals who qualify for and desire to reenlist into one of the critically short MOSs listed in the yearly submission goals promulgated by HQMC. Prior service Marines with less than a 4-year break in service between regular component contracts may be eligible to receive a BSSRB, if available.

    2. Background. Retaining our combat experienced Marines, and their combat experienced leaders, remains one of the Commandant’ s highest priorities and is vitally important in shaping and sustaining the Marine Corps.

    3. Key elements of the FY17 SRB program.

    a. Boatspace caps will only be exceeded in exceptional cases, upon approval by CMC (MMEA-1). Reenlistments approved in excess of boatspace caps are not authorized to receive an SRB payment.

    b. SRB(s) will be suspended as boat space requirements are met. For example, once the FY17 Zone A 0651 requirement has been met, if an additional FY17 Zone A 0651 Marine is allowed to reenlist, that Marine would not receive an SRB.

    c. SRB authority is granted for service in the PMOS. As of the DTG of the MARADMIN announcing approved selections to First Sergeant/Master Sergeant, Marines selected to First Sergeant will not be eligible to receive an SRB. Marines eligible for promotion to First Sergeant/Master Sergeant who execute reenlistment prior to the release of the selection MARADMIN will receive an SRB if eligible. Example: A Zone C 0372 Gunnery Sergeant who is eligible for promotion reenlists prior to the DTG of release of the selection MARADMIN will receive an SRB of 19,250 dollars. Also, Zone C 0372 Gunnery Sergeant who is selected to Master Sergeant and reenlists after the DTG of the release of the selection MARADMIN will receive an SRB of 24,000 dollars. However, a Zone C 0372 Gunnery Sergeant who is selected to First Sergeant and reenlists after the DTG of the release of the selection MARADMIN is no longer eligible to receive an SRB.

    d. Expiration of current contract (ECC) eligibility. ECC is to be used vice end of active service (EAS) to determine SRB-eligible reenlistments. First term SRB-eligible reenlistments are limited to those Marines with an ECC from 1 Oct 16 to 30 Sep 17. Career force SRB-eligible reenlistments are limited to Marines who have reenlisted at least once and for those Marines with an ECC from 1 Oct 16 to 30 Sep 17.

    e. Flat rate SRB. The pre-tax flat rate SRB amounts authorized are based on the Marine's reenlistment Zone, the Marine's grade on the date of reenlistment, and the MOS for which the Marine is reenlisting. SRB amounts are capped at the amount listed in paragraphs 3j, 3k, and 3l below.

    f. Obligated service and computation of SRB. The SRB dollar amount is impacted by the number of months of obligated service for which the Marine reenlists. Obligated service is defined as the time between the Marine's ECC at time of reenlistment and the ECC of the Marine's new contract immediately after reenlistment. Marines must reenlist for a minimum of 48 months of obligated service to get the full SRB. On a case-by-case basis, CMC (MMEA-1) may authorize reenlistment periods of less than 48 months, these Marines will be eligible for an SRB at a prorated amount, as long as the reenlistment period includes at least 36 months of obligated service. Marines who reenlist for less than 36 months of obligated service are not eligible for any SRB. Marines will rate the bonus applicable to their SRB Zone, their grade, and their MOS as authorized in this MARADMIN.

    (1) Example: A Marine whose ECC is 15 Mar 17 and is reenlisting with an effective date of 16 Mar 17 will be required to reenlist for 48 months in order to rate the full SRB payment

    (2) Example: A Marine whose ECC is 15 Mar 17 and is reenlisting with an effective date of 14 Mar 17 will be required to reenlist for 49 months in order to rate the full SRB payment.

    (3) Example: Marines reenlisting for other than 48 months of obligated service will rate the number of months of obligated service/48 months x the SRB authorized rounded to the nearest dollar. A 0861 Cpl in Zone A decides to reenlist for 39 months of obligated service, his ECC is 15 Dec 16 prior to reenlistment, and after reenlistment his ECC is 15 Mar 20. The SRB authorized will be as follows: 39 months/48 months x 25,500 dollars = 20,718 dollars. Final determination of all SRB recoupment amounts will be made by a disbursing office or the defense finance accounting service.

    (4) Example: A Sgt in Zone A laterally moves into the 0372 MOS and reenlists for 60 months of obligated service at time of reenlistment. The SRB authorized will be limited to the full SRB amount of 57,500 dollars.

    g. SRB payment caps. Per Ref H, no SRB payment will exceed 100,000 dollars.

    h. Years of service (YOS) calculation. To determine a Marines years of active military service the armed forces active duty base date (AFADBD) will be used for all Marines.

    i. Zone A eligibility. Zone A applies to those active component Marines with 17 months to 6 years of active military service. First term Marines with exactly 6 years of active military service on the date of reenlistment may be paid a Zone A bonus if they have not previously received a Zone A bonus. If they have received a Zone A bonus, or if no Zone A bonus is designated, they may be paid a Zone B bonus. SRB payments are limited to one payment per Zone. Zone A lateral move SRB payments are only authorized for those MOS(s) designated with LM. Zone A SRB payments for Marines who reenlist for at least 48 months obligated service are authorized as follows (bonuses for Marines who reenlist for 36 to 47 months obligated service will be calculated as per para 3.f)--the amounts listed below are in dollars:

    First term Marines who have been promoted out of their "first-term" MOS(s) qualify for the SRB payment of their prior MOS if one is offered. For example, if a first term Marine holding MOS 0651 is promoted to SSgt (and thus his PMOS is changed to 0659) prior to reenlisting, he will qualify for the 0651 SRB payment.

    j. Zone B eligibility. Zone B applies to those active component Marines with 6 to 10 years of active military service. Marines with exactly 10 years of active service on the date of reenlistment may be paid a Zone B bonus if they have notpreviously received a Zone B bonus. If they have received a Zone B bonus, or if no Zone B bonus is designated, they may be paid a Zone C bonus if available. Zone B lateral move SRB payments are only authorized for those MOS(s) designated with LM. Zone B SRB payments for Marines who reenlist for at least 48 months of obligated service are authorized as follows (bonuses for Marines who reenlist for 36 to 47 months of obligated service will be calculated as per para 3.f)--the amounts listed below are in dollars:

Zone E SRB payments for Marines who reenlist for at least 48 months of obligated service are authorized as follows (bonuses for Marines who reenlist for 36 to 47 months of obligated service will be calculated as per para 3.f)--the amounts listed below are in dollars:

    4. Lateral Moves.

    a. Lateral move reenlistments other than those MOS(s) listed under Zones A, B, C, and E--MOS(s) designated with an LM--are not authorized to receive an SRB payment, except as authorized in paragraphs 4.c and 4.d below. First term Zone A Marines who reenlistas a part of the first term alignment plan (FTAP) and agree to laterally move to MOS(s) 0211, 0241, 0321, 0365, 0372, 0689, 2336, 3044, 4133, or 5821 are authorized to receive the corresponding SRB payment. Marines who request lateral move into the above MOS(s) may submit for reenlistment immediately and do not have to wait until their current MOS is closed out at the FTAP prior to requesting a lateral move boat space.

    b. SRB payment for lateral move MOS(s) will not be made at the time of reenlistment but upon successful completion of MOS training and subsequent award of the PMOS. SRB payment will be based upon the SRB payment authorized at the time of reenlistment. Marines who are in training beyond 30 Sep 17 will be authorized payment of the SRB once MCTFS shows they have been awarded the new PMOS. Laterally moving Marines failing to complete required lateral move MOS training will be re-designated or administratively separated according to the needs of the Marine Corps and will receive no SRB, even if the MOS the Marine is reclassified into is eligible to receive one.

    c. Any reenlistment eligible Marine in Zone A or B, holding an MV-22 like MOS, will rate the MV-22 SRB payment (if available) when they laterally move into the MV-22 MOS. MV-22 like MOS(s) are as follows:

    (1) Like 6116 MOS(s): 6112, 6113, 6114, 6122, 6123, 6124, 6132, 6212, 6214, 6216, 6222, and 6226.

    (2) Like 6156 MOS(s): 6152, 6153, 6154, 6252, and 6256.

    (3) Like 6176 MOS(s): 6172, 6173, 6174, and 6276.

    (4) Like 6326 MOS(s): 63xx and 64xx.

    d. Any reenlistment eligible Marine in Zone A or B, holding a JSF like MOS, will rate the JSF SRB payment (if available) when they laterally move into the JSF MOS. JSF like MOS(s) are as follows:

    (1) Like 6218 MOS(s): 6112, 6114, 6122, 6212, 6217, 6222, and 6227.

    (2) Like 6258 MOS(s): 6152, 6153, 6154, 6172, 6252, and 6257.

    (3) Like 6288 MOS(s): 6282, 6283, 6286, and 6287.

    (4) Like 6338 MOS(s): 6313, 6317, 6333, 6324, 6332, 6337, and 6386.

    (5) Like 6499 MOS(s): 63xx and 64xx.

    5. Recoupment policy.

    a. Marines who receive an SRB payment will be required to serve in a billet requiring the MOS for which he/she received the bonus payment, unless he/she serves in an authorized out-of-skill assignment, or a waiver is granted by CMC (MMEA) per Ref A. Failure to complete this requirement may result in recoupment of the unearned portion of the Marine's reenlistment bonus as stated in Ref A.

    b. Marines with an approaching ECC, who are awaiting the results of a board leading to an officer program or Marines who intend to submit for an officer program should request an extension of their current contract vice reenlistment. Marines who reenlist or extend solely to gain sufficient obligated service to participate in a program leading to a commissioned or warrant officer status are not entitled to a SRB.

    c. Marines who reenlist in their primary MOS, then subsequently apply to and are accepted into a program that will change their primary MOS or lead to a commission, are not subject to any recoupment of SRB. The term "apply" is defined as the date on a Marine's cover letter requesting consideration for one of these type programs.

    (1) Example: An 0689 SSgt in Zone C who reenlisted for 48 months of obligated service during FY16 and received a 16,000 dollar SRB payment is entitled to keep his/her entire SRB payment if he/she applies for and is selected to become a career recruiter during FY17.

    (2) Example: An 0651 Sgt in Zone B who reenlisted for 48 months of obligated service during FY16 and received a 41,750 dollar SRB payment is entitled to keep his/her entire SRB payment if he/she applies for and is selected to MECEP during FY17.

    d. Marines who apply for a program which will change their primary MOS or lead to a commission, then subsequently reenlist within their primary MOS will not normally be considered eligible for an SRB and are subject to recoupment of the unearned portion of any SRB payment received. The term "apply" is defined as the date on a Marine's cover letter requesting consideration for one of these type programs.

    (1) Example: A 7314 SSgt in Zone B applies to become a career recruiter on 1 Jan 2017, reenlists for 48 months of obligated service on 1 Mar 17 receiving a 19,750 dollar SRB payment, and is accepted/assigned as a career recruiter on 1 Jun 17 would have the unexpired portion of obligated service recouped. Recoupment details: 45 months unexpired obligated service/48 months original obligated service x 19,750 dollar SRB payment received: 18,516 dollar total recoupment. Final determination of all SRB recoupment amounts will be made by a disbursing office or the defense finance accounting service.

    6. Coordinating Instructions. The FY17 SRB program statement of understanding (SOU), is available for download from the total force retention system (TFRS) and the enlisted retention manpower page.

    7. If SRB funds are obligated faster than currently planned or a change in retention requirements is required, HQMC will suspend or terminate the FY17 SRB program as needed prior to 30 Sep 2017.

    8. This bulletin is not applicable to the Marine Corps reserve.

    9. This bulletin cancels on 30 Sep 17.

    This is an embarassment theres only something like 27 MOS that rate a Zone A (FTAP First Term Alignment Program) Bonus meaning your first re-enlistment. The Marine Corps is claiming it is hurting for retention as they didnt realize how many people didnt want to re-up they have a funny way of showing they are hurting to retain highly skilled qualified combat vets.. Not that I am a combat veteran but bonus money for the Marine Corps is drying up.

    Example my mos went from 41,000 in FY 15 to 15,000 FY 16 to 0 in FY 17. Where in other serivces they are getting almost 100,000 bonus to re-enlist. You would think the Marine Corps could afford to kick out a little bonus money to people but no instead they are thinking of starting a program where you can come in as a Gunny or a Colonel I still plan on trying my hand at re-enlistment but it is kind of stings in the end.

    Negative I am getting a big fat goose egg. I may get duty station preference and thats it, but for tier 1 and 2's they already offer duty station preference. So I get nada not even a guaranteed re-enlistment

    Yes you are Zone B is for your second re-enlistment if you will. Zone B is after 6 years but before 10 years Time in Service. Zone C is after 10 years

    Zone A Marines who reenlistas a part of the first term alignment plan (FTAP)

    Zone B applies to those active component Marines with 6 to 10 years of active military service
    I am in Zone A as i am FTAP Zone B, C , E is STAP or Subsequent Term Alignment Plan

    The bonus you are referring to is the Zone B bonus.

    You can join a reserve unit as an 0261 Sgt and get a $20k bonus. This would give you time to finish school if you want and become an officer or a warrant officer. Or you could just do your time in the reserves while working and then come back to AD.
