Active Reserve (AR) 0451 package need help

Good afternoon gents, I am a soon to be promoted Sgt submitting an AR package for 0451. The MOS manual in a way contradicts itself by saying no Marine over Cpl with TIG of more than 6 months can apply but than says later on AR Marines can apply up to Sergeant for a lat move.

Naturally my PSR and his staff are kinda apprehensive if I'm good or not but will run my package anyway.

Wondering if any other Marines might have some insight.
