It is kept loaded but only shoots blanks these days.

Pay off your Jeep, those are more fun to have, get a lift kit, tires, Hi-Lift, and join a club, like what I do.
I went to a sporting goods place today.. I had to be 21 to HOLD the M4 they had there, yet I can fire/disassemble something similar in the Marines, go figure.

What I want to know is who gave you "conflicting" information on this. 3 generations of real Marines haven't conflicted in their responses whatsoever.
