While in the Marine Corps and after training would it be possible at all to go to a University or College that is not on base? I know that there are college oportunities on base. Any information on this topic would be greatly apreciated.
Yes, depending on where you are you can go to off-base colleges and universities. You need to talk to the education office to get everything squared and find out what schools are available.

After you go through Boot and become a Marine, you will stationed some where. On the base there will be an education office. Talk to them.
Until that time, talk to your recruiter, and if you have a Marine Corps base near you look up the office on that base and talk to them.
It's def. possible. I personally just enrolled at Columbia College and I'm active duty. I expect to get at least 70 credits in the next 3 years.
