They have waivers for everything man, you just have to ask for them.
They even have waivers that waive the rules you need to qualify for the join, so don't give up hope.
The tricky part is getting those waivers sent in at the right time. I know the new year starts in like October (I think), so see if you cant send it up the last month of this year. Thats when they will be waiving everything to get more people in for quotas.
I myself had to get a hearing waiver. It took about 1/4 of a page to request this. Another guy who signed up shortly after me had 8 pages of (trying to think of a good word) unlawful tings he had to get waived, and it came back good. So agian dont give up hope, and just because you get turned down once doesnt mean they cant resend it.
