I'm sorry if this has been asked time and time again, but I cannot find any information on them. I know that only the honor graduate of the platoon in recruit training gets to wear them, but when can other Marines purchase them?

Graduation day Parris Island or San Diego MCRD!
That's the first step. The second unless changed can be purchased from cash sales/uniform sales. Or Embassy duty or Marine Barracks. An active duty Marine would be best to answer this.

When I graduated in 98 I bought them on visitors Thursday the day before graduation.

We were allowed to buy and get them fitted during our first uniform fitting at MCRDSD. You can pick them up on visitor's Thursday or after graduation. I got mine with the buttons unattched, so I can remove them for cleaning. It was $150 for the coat and buttons. The barracks cover frame we got issued is incredibly irritating to wear, so I got a Kingform Barracks cap with the white vinyl cover from the PX at MCRDSD for $50.
