Need information

I know a marine who is on 2nd limited duty follow up. His PCM said his knees,back or shoulder will not get better. After limited duty expires he has to go to full duty take PFT/CFT and no PEB. Or admin. separation. He should be getting out around April. What does this mean and why no PEB. Thank you for any help!
