MOS Approval

I recently read an article that said that a new PMOS has been designated for MARSOC and is set to go in effect this year. With this happening it means that Marines who make it into MARSOC can make a career of it and do not have to rotate back to the FMF.

My questions is do Marines who become Recon Marines with MOS of 0321 have to rotate back to the FMF, is it optiontional, or does it fall into "the needs of the Corps" category?

With this approval does this mean that maybe in the near future there will be a contract that enlitees could get before joining to guarantee a shot at MARSOC training? Sort of like the Army's 18x and Option 40 and the SEAL Challenge Contract.
