Memorial Day 2006
We will never forget!
Three
years after the Civil War ended,
on May 5, 1868, the head of an organization
of Union veterans -- the Grand Army
of the Republic (GAR) -- established
Decoration Day as a time for the
nation to decorate the graves of
the war dead with flowers. Maj.
Gen John A. Logan declared that
Decoration Day should be observed
on May 30th. It is believed that
date was chosen because flowers
would be in bloom all over the country.
The
first large observance was held
that year at Arlington National
Cemetery, across the Potomac River
from Washington, D.C.
The
ceremonies centered around the mourning-draped
veranda of the Arlington mansion,
once the home of Gen. Robert E.
Lee. Various Washington officials,
including Gen. and Mrs. Uylsses
S. Grant, presided over the ceremonies.
After speeches, children from the
Soldiers' and Sailors' Orphan Home
and members of the GAR made their
way through the cemetery, strewing
flowers on both Union and Confederate
graves, reciting prayers and singing
hymns....

Veterans Preference
I’ve talked
about Veteran’s Preference before
in a few articles and alluded to the fact
that we have too many folks that don’t
know what Veteran’s Preference is
or enforce it. So, I decided to pass on
“Veterans Preference: The joy of being
a Vet”, forwarded to me by my Representative,
so everyone could familiarize themselves
with this law.
I
got this from my Representative after sending
him a complaint about the lack of enforcement
and interest in Vet Preference by local,
state and federal government agencies. This
is what he sent me; he is not a Veteran.
I have discovered most local government
agencies DO NOT know what Veterans Preference
is despite the fact they include the statements
on Veterans Preference and equal opportunity
information along with their job listings.
State agencies do the same with there listings,
but in both cases, local and state, you
usually never get a response back as to
whether you were qualified or not as a Vet;
it is hard to determine if Vet Preference
was considered. Nothing returns and you
are left with a lingering question of whether
the preference even mattered. You are left
to assume the position was filled and you
were not qualified and “maybe”
another Vet, who was better qualified, hopefully
got the position…You just never know.
The federal agencies are a little better;
they usually send back some kind of a response.
It is usually a form letter containing a
sentence or two that you were not qualified
for some generic reason. Their reasons,
however, sometimes leave you wondering if
anyone really looked at what you forwarded
