What I wonder about is, what did we need with new alphabet soup agencies, when we already had the FBI, the NIA, The NSA, and all of the other law enforcement agencies we have in this country?? Since we have had, for years, a program called, ' Mutually Assured Destruction', (Being researched, in regard to our nuclear defenses. I don't know how far that has gone.)
