Policy on "Guests" and Private Messages?

Yesterday, I received this private message from some "guest":

1. Who can be a "guest"?
2. Am I the only one who got a spam from this kook?
3. Can anything be done to boot him/them?

Someone related somehow to a Marine, other Armed Forces or a poolee who wants to learn as much info before becoming a Marine...
