Need help finding instructions on how to determine size

I saw instructions somewhere on the internet a few months ago on how to determine the size for uniform blouses. I need a new Alpha blouse and Blues blouse, but being a Reservist now, I am nowhere near a military clothing sales store.

Can anyone point me in the right direction?
