International Red Cross is yelling

The International Red Cross is yelling that the US Troop must stop the looting, they must do that and that and that !!!
They do nothing else as demanding.
Did the Red Cross visited the Iraq POW held by the coalition, YES.
Did the Red Cross visited the US POW held by Iraq, NO !!!
Why not ????
I think the International Red Cross is not in a position to demand very much.
