Not every Marine rates one. If your unit thinks you need it they'll make sure you get one.

First, it's not the they don't rate one, it's that they don't need one. When would a grunt need or have time to conduct some official business via e-mail.

And it is only for people with a NMCI account on the network, Active duty Marines or civilians working with the Marine Corps on base.
