    FMD on Afghan Campaign Ribbon in Army?

    I am a Drill Sergeant in the Army and I have a Private in Basic Training who was a Navy Corpsman. He has an Afghanistan Campaign Ribbon With the Fleet Marine Device. I'm trying to get his awards and ribbons straight for graduation day. Since the Army has nothing like this I'm trying to go off memory of my time in the Corps. but it's been a while. Can he wear the FMD on his Afghan Campaign Ribbon being in the Army?

    Fleet Marine Device Criteria: The Fleet Marine Device - or “Combat Operations Insignia” - is an attachment to the various campaign medals, and Navy service ribbons, specifically the Fleet Marine Force Ribbon and is authorized by the U.S. Marine Corps to any member of the U.S. Navy who is assigned to either a U.S. Navy unit under operational control of a Fleet Marine Force unit, or an individual sailor assigned to a Fleet Marine Force unit. The unit, or individual assigned to a unit, must have engaged in active combat during service with the unit. The Fleet Marine Device is a one time decoration and no more than one insignia may be worn on a ribbon, or campaign medal. In addition to the Fleet Marine Force ribbon, the following campaign medals are also authorized the Fleet Marine Device: American Campaign Medal; European-African-Middle Eastern Campaign Medal; Asiatic-Pacific Campaign Medal; Korean Service Medal; Armed Forces Expeditionary Medal; Vietnam Service Medal; Southwest Asia Service Medal; Kosovo Campaign Medal; Global War on Terrorism Expeditionary Medal; Afghanistan Campaign Medal, and; Iraq Campaign Medal.

    Afghanistan Campaign
    a. Authorization. E.O. 13363 of 29 November 2004, as amended by Public Law 109-163.
    b. Eligibility Requirements
    (1) Service by military personnel in direct support of Operation ENDURING FREEDOM (OEF), in the designated area of eligibility (AOE), which encompasses the entire land area of the country of Afghanistan, and all air space above the land. The period of eligibility is 11 September 2001 to a date to be determined. Effective 1 May 2005, the Afghanistan Campaign Medal (ACM) is the only award authorized for service in the Afghanistan AOE. See paragraph 14(f) below for guidelines to determine eligibility for the Global War on Terrorism Expeditionary Medal (GWOTEM) and ACM prior to 1 May 2005.
    (2) Service members must have been assigned, attached, or mobilized to units operating in the AOE for 30 consecutive or 60 non-consecutive days, or meet one of the following criteria:
    (a) Be engaged in actual combat during an armed engagement, regardless of time in the AOE.
    (b) Be wounded, killed, or injured requiring medical evacuation from the AOE, while participating in an operation or on official duties. Non-combat medical evacuation meets the qualification criteria.
    (c) Participate as a regularly assigned aircrew member flying sorties into, out of, within, or over the AOE in direct support of military operations. Each day that one or more sorties are flown, into, out of, within, or over the AOE shall count as one day toward the 30 or 60-day requirement.
    c. Subsequent Awards. There will be no subsequent awards of the ACM; therefore, service stars are not authorized.
    d. Awarding Authority
    (1) Navy Personnel. Commanding officers exercising Navy and Marine Corps Achievement Medal authority are authorized to award the ACM. Commands shall make the appropriate service record entries and issue the medals. The miniature bronze Fleet Marine Force Combat Operation emblem may be authorized for qualified Navy personnel who have engaged in actual combat;
    (2) Marine Corps Personnel. Unit commanders are authorized to issue the ACM to personnel assigned to their command who meet the eligibility criteria.
    (3) Navy personnel attached to DoD, Joint, or other non- DON commands who believe they meet the eligibility criteria should have their command confirm eligibility and submit the
    appropriate service record documentation. Marines shall submit confirming documentation to their administrative chain of command for recording in MCTFS and entry into their Official
    Military Personnel File.
    e. Participating Unit Lists. Navy Commanding Officers whose units meet the criteria for the ACM must submit their unit name with start and end dates in the AOE to CNO (DNS-35). Email a scanned PDF copy of the signed request to navyawards@navy.mil, using "ACM participating unit (your unit name)" as the subject line. CNO (DNS-35) will post a list of qualified units on the Navy Awards Website. Future command input will be via command direct entry into the CESMEL (Campaign, Expeditionary, and Service Medal Eligibility List) section of NDAWS. This change will be announced via a NAVADMIN. Marine Corps unit commanders are not required to submit lists of participating units.

    He better be able to, he earned it!! I am usually not one to go against orders and regulations but even if it technically wasn't authorized to wear in Army uniform I would let him anyway.

    He earned it but doesn't mean he has the right to wear it, according to the ribbon checker probably isn't right to wear it, but who knows, Carry On, Semper Fidelis.
