i am going to get married soon but in a civil court instead of a big ceromonial wedding and wearing my dress blues instead can i wear my service charlies?

No. As an american citizen, he can get married. He may be required to give notice to his command, and if he wants benefits he has to inform them later.
congrats, man. Don't let any of the marriage-haters affect your decision (I encountered a lot of taht when i was about to get married). You can wear any service or dress uniform as long as you observe therelated regulations about ribbons, etc.
