Who is the only Marine in the Corps that does not have a fouled rope on his EGA?

That is when the Executive Order for the new EGA was signed.

To this day there is one and only one Marine in the Corps with no rope on his EGA.

He is the Platoon Sgt of the Silent Drill Team

I read this in a 2005 issue of Leatherneck magazine in the "up" position after recieving the issue at mail call. Thank you for playing and as always
