More Recruiting Start of Fiscal year??

Hello everyone I am in Dep and I keep getting pushed back to be able to go to MEPS again and ship out. My recruiter is saying the USMC is just simply over staffed. So what I was wondering, do they take more people at the beginning of the fiscal year?
