It's just spam...
His grammar is incorrect, which makes me think that he used some sort of translator. I know this because I am Swedish, myself.
If you might be wondering why he has posted his content here, is because the site he is referring to is most likely using NextGenLinks (As listed on his signature). He's posting his site's name on different sites using NextGenLinks to get greater hits in search engines. Basically, he's spreading the name of the site he's advertising. Doesn't matter if it's a European or American site, as long as he gets the name out there, the search engine will pick it up.
