It is contradictory and not clear cut. Below is what I received and the way I will do it. I should add, that usually former Marines would wear their personal decorations, or also the Navy or Presidential Unit Citation ribbon.
Good Morning Mr. Clancy,
The below paragraph is the reference from Marine Corps Order
P1020.34F(Marine Corps Uniform Manual)

5105. DECORATIONS, MEDALS, RIBBON BARS, AND LAPEL BUTTONS WORN ON
CIVILIAN CLOTHING
1. Decorations, medals, appropriate ribbon bars, or lapel buttons may be
worn on civilian clothes at the individual's discretion. Individuals
should ensure that the occasion and the manner of wearing will not reflect
discredit on the award.
2. Miniature medals may be worn with civilian evening dress. (See
paragraph 5203.)

In regard to the wear of the Lapel Pin/Jump wings, it is more appropriate
for wear with a dark business suit.

I do have to agree that there is no clear answer to your question, however,
I have only seen gentlemen such as yourself wear miniature medals in a
"Black Tie" situation.

We hope this answers your question,

Respectfully and Semper Fi,

CWO2 Mike Barclay
