I'm not sure how this works but he did have it in his contract but there were some other issues, from how I understood it, that caused the change. So I don't think there is anything he can do about it now.

He may have been placed in that MOS due to a shortage and he can request to be put in the other MOS but it will probably not help his career. Did he have a contract for that MOS the pulled him from? If not the the Marines can place him as needed
