I was over there earlier this year and got a star on my campaign ribbon, someone said another phase of the operation started half way through the deployment. Either that or the star regulation was changed so...1 star meant 1 deployment.
Anyways Im just wondering if I rate to say I was over there for OIFI and OIFII

You can look this up online...off the top of my head I think this is the award you get for periods of service, not number of times in country.

When I was there in 08 they told us the same thing, MOL only showed 1 with no device but when I put those same dates into (togetherwe served) it automatically displayed it with a device.

Last I heard it said every Marine that has the ICM will wear at least one star on the Medal/Ribbon.
