Could someone enlighten me a little on what i would be entitled to as a junior enlisted in japan (iwakuni or Oakinawa) the main things i am concerned about are am i allowed to purchase a POV over there, and what exactly are the extra pay entitlements while over there?

Maybe a 5% chance for the PoV. You will get around 900 a pay check with a meal card, over 1000 with BAS pay. You will have restricted liberty the whole time (back on base by midnight for at least 90 days, always stop drinking at 2am), you can drink at 20. You get Cola pay for being there. Like 200 or something a month,

Why only 5% chance? just hard to get approved for it or something to that extent?

Because, most commands will only allow you to have a PoV if you are an NCO. A few commands may allow you to have one after you have been there 3-4 months, have a govi license, and you don't **** any S/NCO off.
