Just before my father passed away I put together all his medals / ribbons for him but the very last ribbon (Vietnam era) I cant identify. I even went thru all my NCO books and cant find it??

The very last ribbon but think I found it, thanks DanBo.... Guess it is state ribbon 63. But this is an Army ribbon????? I guess at one point he must have served with an Army unit??
But what do they give out these state ribbons for? His dd214 really does not say much more than what I already know.
