I never could understand the problem.

Every chute has a tag, stating the date it was packed and the name of the packer.

The three packers should be required to jump with the chutes they packed on the day in question. Naturally, they would not be issued a reserve chute.

Excuses are not acceptable.

However, since we have reached THIS point, their defense attorneys should be required to jump with them.

I still don't understand the problem.
