MCBJ/III MEF hard liquor policy revised

Editor's note: the following article denotes a revision to the Marine Corps Bases Japan and III Marine Expeditionary Force Liberty Campaign Order (with change two) on alcohol restrictions for junior Marines and sailors in Japan.

CAMP FOSTER, Okinawa (June 26, 2009) -- The III Marine Expeditionary Force and Marine Corps Bases Japan Commanding General, Lt. Gen. Richard C. Zilmer signed into effect a revision to the Liberty Campaign Order June 15 changing the alcohol restrictions for junior Marines and sailors in Japan.

Enlisted personnel in grades E-3 and below who are of the legal drinking age of 20, are now authorized to purchase hard liquor in on and off base clubs or restaurants for responsible consumption at that location.

According to Marine Corps Base Camp Butler Sergeant Major, Sgt. Maj. Cevet A. Adams, authorizing the responsible consumption of hard liquor for E-3s and below at on base clubs, restaurants and in off base establishments, provides a venue for service members of lesser grade to consume hard liquor in a controlled environment.

"The key is responsible consumption at the location of purchase," Adams said.

There have been no increases in incidents involving alcohol; opening the door to revise the order, he said.

However, E-3s and below are still not authorized to

possess or consume hard liquor in any barracks, he added.

Among the revisions, the order redefines hard liquor as any beverage with alcohol content greater than 15 percent, or 30 proof; an increase of 5 percent or 10 proof compared to the old order.

The revised order more accurately reflects the alcohol content percentage contained in most 750 ml. wine bottles sold at base shoppettes, which E-3s and below are now authorized to purchase, Adams said, who went on to explain that revising the order clearly eliminates ambiguity.

Furthermore, junior Marines and sailors of legal drinking age may be authorized by unit commanders to consume hard liquor at official, command sponsored functions such as birthday balls and mess nights, according to the revised order.

The Liberty Campaign Order clearly defines all privileges and restrictions regarding the possession, purchase and consumption of alcohol by Marines and sailors attached to Marine Corps units in Japan.

The order applies to all Marines and sailors assigned to III MEF/MCBJ regardless of leave, liberty or temporary additional duty status.
