The fire that occurred at the National Military Personnel Records center occurred in 1973 and shouldn't have affected you.

It's likely that NPRC will not have copies of your certificates (the actual certs not the award write ups) unless they were actually inside your SRB. The award write ups might be there as a 'right side' entry, otherwise they'll be on your Page 5 IIRC. When I got my SRB (on a disc BTW) it had everything that admin hadn't removed and some stuff I thought they had. It took about 90 days for me to get mine.
