3 plead guilty to Walter Reed scheme

GREENBELT, Md. — Three Washington area men have pleaded guilty to being involved in a scheme to corrupt the procurement of federal contracts at Walter Reed Army Medical Center.

The Maryland U.S. Attorney says that 48-year-old Kevin Roach of Fredericksburg, Va., a contract specialist, steered contracts worth up to $2.2 million to a Silver Spring-based company that provided services to Walter Reed.

The company, Platinum Contractors Inc., was operated by 43-year-old Louis Pisani Jr. of Silver Spring and 41-year-old Leon Krachyna of Rockville. Officials say that in exchange for confidential bidding information and other favors, Pisani’s company kicked back 10 percent of the contract payments to Roach and gave him a $30,000 truck.

Roach’s sentencing is scheduled for July 9; he pleaded guilty on Tuesday. Sentencing dates have not been set for the other men.
