Question about Comp Score/Second Awards/ and Promotion

Okay so i just got promoted to Lance again, and since I still have a cutting score from the first time i was a Lance, i was told, that i can pick up when my comp. score matches the cutting score, my corporal was saying that i had time in grade as a Lance already how does this work. Im pretty sure i have to wait 7 - 9 months TIG all over again right? regardless if my score on MOL is high enough to pick up?
