My judgement would include the PARENTS and/or GUARDIANS of these little perverts.... IF..... the boys are (completly) at fault.
Now, I understand that 'boys will be boys', and there is a lot of curiosity at that age.
But the girl was OLDER !! Old enough to have her own 'cycle' ?? She SHOULD know better
There is still alot of STORY to be told.
