DoD investigating Guard generals over pay

DETROIT — The Department of Defense is investigating whether two high-ranking members of the Michigan Air National Guard improperly collected federal pay after leaving Selfridge Air National Guard Base.

Maj. Gen. Thomas Cutler and Brig. Gen. Richard Elliott failed to fully separate from federal status after accepting promotions at the Michigan National Guard headquarters in Lansing, the Detroit Free Press reported Wednesday.

Under National Guard regulations cited by the newspaper, both had 14 days to fully leave their status as federal employees. They also were to take lump-sum payments for unused annual leave time.

Cutler collected federal pay for about two months after leaving Selfridge, and Elliott did the same for 16 months, the newspaper said. Both had the right to collect checks on the Selfridge payroll, said Cutler, speaking on behalf of himself and Elliott.

The National Guard said the Defense Department was working to determine whether Cutler and Elliott acted properly.

Cutler was appointed commander of the National Guard by Gov. Jennifer Granholm in 2003. He brought Elliott from the Harrison Township air base, located about 30 miles northeast of Detroit, to Lansing in 2005.
