Seeing as how I will be in Recruit Training I was wondering if we will be able to vote, and if so, will I need to transfer my registration to the State of California beforehand?

You can do absentee balloting anywhere in the US as long as you remain a resident of Colorado. But, I really doubt that it will work in boot camp. Your parents may be able to request the ballot and have it sent to you, but I would probably just let this election pass.
