i would almost go as far to say some officers think condition 3 could get someone killed !!!!!!

When I was at Bagram, Afghanistan we were required to be armed at all times, but with magazine inserted, chamber empty and weapon on safe. And they would do weapon checks at the chow hall and the guard shack at Camp Cunningham to verify compliance.
