Keep in mind...................

In the above, when reference is made to pay grades by number (e.g., the "second" pay grade) they are making reference to a pay grade system that was reversed numerically from that which we are now used to.

The first pay grade, at that time, was the top pay grade, not the private (E-1), as we are now used to.

It was in 1946 that the pay grades were reversed to indicate the private as an E-1, and not the top pay grade, etc.
