I got the impression it was a Drill Instuctor with an 8 point cover, and they had this ambush planned out.

like I said, the Marine walking in is most likely a Drill instructor in an 8 point cover, and the other DIs are in on the gag. I have yet to meet an Officer who has the Frog voice.
What he said is most likely... "Oh I guess we dont say "attention on deck"

That's messed up -- dressing up like an officer just to chew out recruits. Funny as hell though.

I dont think he had officer rank on, He just had an 8 point cover. Its to teach the recruit attention to detail

If he wasn't wearing rank then he shouldn't need to call attention on deck? Or should you call attention on deck just to the cover?

You call attention on deck for any Marine who walks on deck.

Near the end of boot camp they may change it up so that you can get used to how it works in the fleet, but We had to sound attention on deck for every Marine, because we were just recruits.

That was the most confusing thing I've ever heard. The first two DIs were actually yelling stuff, The third one was just screaming, then the fourth one was just kinda talking, that poor kid...I'll probably be the lucky retard that has something like that happen to him. I can't wait though!

I don't know why you would envy that recruit. It isn't fun to be in the middle of something like that. And, when it happens you can rest assured that you will spend plenty of time being punished for it.
I can't tell what the Marine said that walked in. My first impression is to guess that it was someone like the Series Gunnery Sgt. Usually you don't get the full DI treatment if there is an officer on deck.

I'm busting my @$$ off trying to go there.
I know why you said it. But, having been there more times than I care to admit- I can't don't envy him at the least. There are actually parts of boot camp that I remember as being fun. Some of it I wouldn't mind doing again. But, being in the middle of that is something that I hope never happens to me again.

I've seen this clip before, pretty funny stuff, but what's with the "Frog" voice? I've seen multiple clips with different DIs and all of them sound that same exact way. Is it just caused by all the yelling they do or is it a technique that they're taught?

Drill Instructor voices are "froggy" from all the times they've lost their voice and it has returned deeper and raspier than it was before. It's just part of the job.
Personally, it sounds like home to me. ; )
Greatest thing about PMI? You get to wear the smokey and avoid the rotten hours and raspy voice. ; )

Another thing to remember, NEVER let anyone walk threw your ranks that does not belong to your platoon. Believe me if you do let this happen you will pay dearly for it.

I'd have to agree it was a setup. Probably an early First Phase example being set to the whole platoon using that poor dummy.
I think the recruit was on security watch because he had his cover on, leading me to believe he was under arms. Thus he should have been the one calling the squad bay to attention when the Marine came on deck.
Those first two Drill Instructors appeared way too fast for it to have been anything other than a set up. The "visitor" was probably a DI from another platoon wearing a regular utility cover. Later, one of the DIs seen yelling will return the favor.

I think the funniest part is whoever it was -- Drill Instructor or Officer -- he just keeps walking and doesn't even react to the recruit getting chewed out.

Hurricane, it may not be in the movie. I just know it was often shown as a "trailer" for the movie back before it was released. It could be from something else, or just a total set up.
But, it does resemble situations that I found myself in.
Seen that video before, but what would really bring back memories would be a video of someone getting quarter decked. I can't seem to find one though
