Venezuelan President Hugo Chávez once again asserted that Venezuela's enemy is the US -"the empire" - and claimed he would never clash with his Brazilian counterpart Luiz Inácio Lula da Silva

"Revolution is here to stay. This is the reason why people dreaming of destabilizing Venezuela are doomed to failure," Venezuelan President Hugo Chávez said late Tuesday, on the eve of the fifth anniversary of a civil uprising that removed him from power for a few hours.
"Once again, I am telling our domestic enemies and their masters in Washington that the permissive Chávez of 2002 no longer exists," the ruler said during his speech at the graduation ceremony of 1,013 doctors in integral medicine.

Chávez reasserted that the United States was involved in the plot to overthrow him back in 2002. "I have evidence showing that one US submarine, one US aircraft carrier and a number of US military choppers were off Venezuelan coasts. But they had to leave, and the next time they come they will have to leave too; they will be defeated by this nationalist passion, this revolution."

The Venezuelan ruler confirmed his support for a joint plan with Cuba to train 200,000 doctors in 10 years.

The ceremony was attended by Cuban Vice-President Carlos Lage, who claimed that the graduating Venezuelan doctors "were trained under a rigorous program, based on education and work," and with the guidance of Cuban doctors.

No fight with Lula

During his speech, Chávez also denounced an alleged international smear campaign aimed at unleashing a fight between him and his Brazilian counterpart Luiz Inácio Lula da Silva in connection with Brazil development of ethanol.

"We are not going to fight with Brazil; we will never fight with Lula. We have it very clear: our enemy is the empire."

President Chávez argued that the US proposal to spread the use of ethanol to replace gasoline is unfeasible. "We do not oppose to using ethanol as an additive for gasoline. But US President (George W. Bush) is suggesting using ethanol to fully replace gasoline. This is insane. In order to produce enough ethanol to replace gasoline in the United States, corn or sugar cane should be sowed in all of the cultivable lands throughout this continent -not to feed people, but to feed cars!"

Chávez announced Venezuela at the South American Energy Summit to be held in the Island of Margarita is making a proposal to counter Bush' plans. "The same amount of ethanol the US President wants to replace gasoline with by 2017 (2 million bpd of ethanol), Venezuela could pump it on daily basis (170 million cubic feet of gas). We have reserves to keep production at these levels for almost 300 years. This is the reason why Venezuela is proposing the peoples of Latin America to devise a real Latin American and Caribbean energy system prioritizing our needs and markets, i.e. an energy revolution."

Chávez also suggested the Inter American Development Bank that rather that funding the ethanol plan, the institution should use the USD 200 billion earmarked for such a project to finance food production, "for people, not for cars."
