At least three retired four-star generals have turned down in recent weeks the position of War "Czar", offered to them by the White House.

The White House wants to appoint a high-powered authority to monitor the wars in Iraq and Afghanistan but it has had trouble finding anyone prepared to take the job, reported Washington Post on Wednesday.

The "Czar" will report directly to President Bush and to national security advisor Stephen Hadley and would have the title of assistant to the president. The Czar will also have "tasking authority", according to the Post.

Retired Marine General John J. "Jack" Sheehan was among those approached for the job. "The fundamental issue is, they don't know where the hell they're going" he told the post.

"So rather than go over there, develop an ulcer and eventually leave, I said, 'No, thanks,' " he continued.

Two other administration insiders, retired Army General Jack Keane and retired Air Force General Joseph Ralston have also reportedly turned down the job.

The White house is still considering options to modify its management of the wars in Iraq and Afghanistan. Officials say they may have to retain the current structure if they are not able to find a person suited for the post, the newspaper said.

The position, however, has not been publicly announced by the White House yet.
