CAMP PENDLETON, Calif. -- Military officials have issued a warning for Marines, designating the area outside Camp Pendleton as an "area of caution" after dark, according to the North County Times.

The original warning was reported in The Scout, Camp Pendleton's base publication. In that report, Sgt. John B. Smith, operations chief in the base provost marshal's office said, "There are numerous documented gang members who live in and frequent the area."

One high-level official who disagrees with the cautionary warning is Oceanside Police Chief Frank McCoy. He told the Times he does not share military officials' perceptions of the area.

McCoy also said the city's crime rate dropped from 12.5 percent from 2005 to 2006, and gang crime in the city dropped 18 percent during the same period.

Another law enforcement official told NBC 7/39 more extra officers have been added to the neighborhood.

Business owners also told NBC 7/39 they are not happy with the warning.

Other areas of caution for Camp Pendleton Marines are the immediate area outside Naval Base San Diego at 32nd Street, trolley stations in San Diego County after operating hours, and Tijuana, according to the Scout.

According to a spokesman for Camp Pendleton, the base's commanding general or installation commander, based on recommendations from his staff and the Armed Forces Disciplinary Control Board, makes the decision to declare an area off-limits or an area of caution.
