Osama bin Laden last night returned to haunt America in the midst of preparations for a war in Iraq, when a new tape attributed to the al-Qaida leader was broadcast on the leading Arab television network, urging Iraqis to carry out suicide attacks against the United States.
The audio tape was played on al-Jazeera, the Qatar-based satellite channel that has been the conduit for previous Bin Laden declarations. Al-Jazeera journalists said the tape appeared to be authentic.

The re-emergence of the Saudi fugitive after a three-month silence came at an awkward time for the Bush administration, as it served as a reminder that the US was embarking on a new phase of its "war on terror" before achieving a decisive victory in the first. It also worsened domestic jitters over the prospect of another spectacular al-Qaida attack in retaliation for an invasion of Iraq.

However, Bush administration officials said the tape was evidence for US claims of a partnership between al-Qaida and Iraq.

The al-Jazeera tape was in part a pep talk aimed at Iraqis based on al-Qaida's experience in Afghanistan, urging them in almost Churchillian terms to fight the invader in the "plains, mountains and cities" and to prepare suicide tactics.

"Don't worry about the American lies and their smart bombs and laser ones, they look for only the clear obvious targets ... The most effective means to devoid the aerial force of its content is by digging large numbers of trenches and camouflage them."

The Bush administration saw the statement as proof that the war against Bin Laden and the war against Saddam Hussein were inextricably tied.

However, if the voice on the tape was that of Bin Laden, who has not been seen since he vanished in the Afghan mountains in late 2001, he was less than fulsome in his praise of Saddam and his Ba'ath party, who he referred to as "socialists" and "infidels"

But he suggested a tactical alliance. "It does not harm in these circumstances that the interests of Muslims and socialists intersect in the battle against the Crusaders," the tape said.

It urged Muslims everywhere to rise up against the US and its allies, and "apostates" in the Arab world who backed Washington.

The tape was translated live on American television, deepening a general level of apprehension that another attack on the scale of September 11 may be in the pipeline. George Tenet, the director of the CIA, said such an attack was increasingly likely, and that it could well involve chemical, biological weapons or even a radioactive "dirty bomb".

Americans have been told to keep masking tape and plastic sheeting in their homes along with three days' supply of water and a battery-powered radio in case of such attacks. The advisory was part of a set of guidelines distributed by the Bush administration's newly created homeland security department.

A White House spokesman, Gordon Johndroe, insisted that it was acting out of caution rather than as a result of "specific, credible intelligence".

However, in his "worldwide threat briefing" to Congress, Mr Tenet warned of an imminent attack from al-Qaida.

"It points to plots timed to occur as early as end of the Hajj [the Muslim pilgrimage to Mecca and Medina] which occurs later this week, and it points to plots that could include the use of a radiological dispersal device as well as poisons and chemicals."

The public was advised to stockpile tape and plastic sheeting in their homes in order to seal off windows and doors in the event of a chemical or biological attack. Guidelines prepared by the federal emergency management agency (FEMA) also provide advice on how to decontaminate victims of a chemical or biological attack. If hit by chemicals, the public is told to "remove all clothing and other items in contact with the body."

Al-Jazeera, the Arab satellite channel that specialises in Osama bin Laden scoops, was itself scooped yesterday by the US secretary of state, Colin Powell.
When Mr Powell announced that the station would shortly broadcast a new tape from the al-Qaida leader, executives at the TV studio in Qatar appeared flummoxed. The editor at first denied it and the press spokesman declined to comment.

But Mr Powell's prediction came true.

The 16-minute audio tape - purportedly the ninth recording from al-Qaida received by al-Jazeera since the start of the Afghan war - arrived in the studio just after 7pm London time.

It came "in a similar way" to others, according to a spokesman, Jihad Ballout.

He gave no further details, though that could mean it was delivered to the al-Jazeera office in Pakistan.

After a quick editorial meeting at the Qatar headquarters to discuss the pros and cons of broadcasting it, executives decided to go ahead. Without waiting for the next news bulletin, they slotted it in at 8pm as the first item in Jamil Azar's review of the week, Hasad al-'Usbua.

This time the quality of the tape was reasonably good, and if the voice was not actually Osama bin Laden, it sounded remarkably like him.

Opening with the standard formula of an Arabic letter, he addressed his words mainly to the people of Iraq.

It was the Islamic equivalent of a Churchillian pep talk, in which Bin Laden reminded them of what he had endured in Afghanistan and urged them not to be fazed by an American attack.

The United States was waging a psychological war against Iraq and they should expect massive bombardment from the air, he said.

"Don't worry about the American lies and their smart bombs and laser ones, they look for only the clear, obvious targets."

He then recommended various military tactics for defending Iraq, based on experience in Afghanistan - which may or may not accord with the orders Saddam Hussein has given to his forces.

"The most effective means to devoid the aerial force of its content is by digging large numbers of trenches and camouflaging them," he continued.

"We advise about the importance of drawing the enemy into long, close and tiring fighting, taking advantage of camouflaged positions in plains, farms, mountains and cities."

The enemy, he said, is terrified about urban warfare.

The statement also warned that other Arabs and Muslims who collaborated with the Americans against Iraq would be excommunicating themselves from Islam.

"Anyone who helps America, from the Iraqi hypocrites [opposition] or Arab rulers ... whoever fights with them or offers them bases or administrative assistance, or any kind of support or help, even if only with words, to kill Muslims in Iraq, should know that he is an apostate."

Naming countries such as Jordan, Morocco, Nigeria, Pakistan, Saudi Arabia and Yemen, he called on true Muslims to rise up "incite and mobilise the nation ... to break free from the slavery of these regimes who are slaves of America".

Although it is unclear when the statement was recorded, its release was well-timed from al-Qaida's viewpoint - on the first day of the Muslim Eid, in the midst of a major scare about possible terrorist attacks, and at a time when western governments were at each other's throats over the proposed war with Iraq.

By announcing the tape's existence before al-Jazeera broadcast it, Mr Powell was able to put his own spin on its contents, claiming that it provided further evidence of a link between al-Qaida and Iraq.

Bin Laden's actual statement was at pains to distance itself from the Iraqi regime. It called on Iraqis to fight the attackers, regardless of whether President Saddam or his party remains or goes, and despite the fact that Muslims consider socialists "infidels" - a reference to Saddam's Arab Ba'ath Socialist party.

"It does no harm in these circumstances that the interests of Muslims and socialists crisscross in the fighting against the crusaders," the statement said.

But in the heat of a propaganda war, such subtleties are liable to get overlooked. Many in the west will see its headline message as support for Iraq against the United States - a message that may well play more into Mr Powell's hands than those of President Saddam.

So perhaps Bin Laden has scored an own goal. Or perhaps it is not the voice of the al-Qaida leader at all.

Could it simply be an actor, hired by the CIA, addressing the world from Langley, Virginia?

The trouble with Bin Laden tapes is that nobody can ever be quite sure.

We conquer and defeat them, then feed and clothe them and reset their economic order back to a fine working order. Then we get $hit back in return.

In my opinion, lets pull out of every economic program we have overseas. Lets not allow any foreign investment of Amercian money. Lets see how fast the entire world changes their tune.

In the mean time, it time for the great Saddam to be hung up to some tree by a rope tied around his balls and left hanging so that relatives of those he has killed can have a moment of justice. The same for his buddy Osma bin. Heck, lets toss their soul mate Jane Fonda into the salad too.

if they do decide to use chemical or biotoxins here in our country duct tape and plastic sheeting will help about as much as a 2x4 roof is going to help them when on of our 1000 lb bombs come raining down!! I don't know how that got started ,but I bet the 3m company had something to do with it their stocks are the only ones rising this week I'll bet. I'm all for the war,but I am getting fvcking tired of all the media hype and scare tactics of the media and local fuel companies gouging the price of gasoline and talkng about shortages of this and that. Its all bullcrap! I came home from work yesterday and my wife was all blitzed and went and bought 50 bucks worth of duct tape!! JEEZUS!!!

You're right, plastic and duct tape is a joke but it will give us, (the Amercan people) something to do besides panic when and if things go south.

Fighting terrorism is like fighting crime. Think about it. We have fought crime forever and it still goes on. Terrorism I feel, will be the same. An on going fight for a very long time, if not forever unless someone figures a true way to clear our country of those that wish to distroy it and our way of life.

Takeing out Iraq will not end our threat, but it is at least a start.

Let's see if I can figure this out...

Plastic sheeting, I guess 5 mil or better. Need enough to do not just the windows and doors, but should consider vents, floors, ceiling, walls. Just how drafty are most houses??

Duct tape. No problem for a Southerner, got several partial rolls scatterd around :D

3 or more days supplies.... this is the fun part.

Your going to SEAL yourself into a room for 3 days. 3 days food, water, (1 gal per person per day). Radio, batteries, flashlight. OK, lets not forget something to do so we don't go CRAZY for 3 days with the family. And of course you need some place to store.... errrr.... ughhhhh... you know.... 3 days waste products.

Oh, one last thing. While were in this AIR TIGHT area, WTF YOU GONNA BREATHE ????

Emergency Water Storage

A couple of months ago I met a very interesting gentleman via the telephone who is on the President's committee for dealing with disasters. He goes into areas around the country after earthquakes, hurricanes, tornadoes, etc. have struck. As we were talking, he said that the coverage you see on TV doesn't reflect many of the realities of the situation. One of the specific things he mentioned was water typically going sold for $5 a gallon during the aftermath. Any of us who've thought much about emergency preparedness realize that one of the most crucial items to store is water. The "how-to's" of water storage is one of the questions I'm asked most often.
Fourteen gallons of water per person is the suggested amount to store for a 2 week emergency situation. One thing to note is that this amount is enough for subsidence purposes only, 2 qts. for drinking and 2 qts. for cleaning and bathing purposes a day. When you consider that a person normally uses in excess of 140 gallons of water per day for drinking, bathing, laundry, dishes, watering lawns, etc. this isn't a lot of water. If you have the room to store more you probably will want to do so.

The easiest way to store the bulk of your water is in 55 gallon, polyethylene (plastic) water drums. These can be obtained from most food storage companies or from local container companies found in the yellow pages. It is important that you use only food grade, good quality containers. Many times you can get food grade containers from companies that distribute beverages or syrups. If you clean them well, they can provide a good container that costs considerably less. One word of caution, however, often the taste or odor of the previous contents has leached into the plastic and over time may reintroduced to your water. If you plan to use previously used containers make sure that what it had in it before is something you wouldn't mind tasting or smelling in your water. Most water containers come in 5 gallon, 15 gallon or 55 gallon sizes. I always suggest that a family stores between two and six of these smaller containers along with their 55 gal. drums. This is a prudent suggestion in situations where you might need to transport water, in the normal course of events or in a situation where your normal water source might be disrupted, such as after an earthquake, hurricane, etc., and you might have to go to a secondary water source such as a water truck, stream, etc. to refill. Water weighs approximately 8 lbs. per gallon. Fifty- five gallon drums are much too heavy to handle (440 lbs.) and awkward. Smaller containers don't hold enough water and would require too many trips, especially if you have to go on foot. Five 15 gallon containers are more practical and can easily be put into a wheelbarrow or child's wagon and wheeled to and from an area.

Two-liter pop bottles make a good container for additional water storage and cost nothing if you save them and fill them with water as you empty them. To economize many people are tempted to use empty milk jugs, but don't plan to store water in these for more than 3-4 months. They are bio-degradable and will break down within 6 months. Not only may you loose your water, but if they are stored near food or other items, they may damage them. Heavy containers should always be stored close to ground level and secured to prevent breakage or possible injury in the event of earthquake, etc. Be sure to store your water away from any harmful chemicals or objectionable smelling products.

Culinary water (tap water) is what is usually stored for long term storage. If you have a clean, opaque container where the light cannot get through and your water is bacteria-free when you store it you probably don't need to treat it further. Under these conditions the water actually gets more pure as it is stored. However, for most of us there is no guarantee that our culinary water is bacteria-free and most of us prefer to treat our water in some way as a precaution as we store it. Several methods have traditionally been used to purify water for long term water storage:

Two percent Tincture of Iodine -- To use this add 12 drops per gallon of water. Note: pregnant or nursing women or people with thyroid problems should not drink water with iodine.
Chlorine Bleach -- Household bleach can also be used. This should contain a 5.25% solution of sodium hypochlorite without soap additives or phosphates. Use 1/8 teaspoon (about 5-8 drops) per gallon of water.
Most of us have used one of these methods to treat our water over the years. Both are inexpensive and are effective methods of killing bacteria. I have always preferred the iodine method myself. The one drawback, however, is that both may have negative health effects if used for long periods of time. As noted above, you have to be careful with iodine and chlorine. For years they have been associated with many possible health problems. I was introduced to a product a couple of years ago that I now prefer to use instead because it is an excellent water purifier, but it also has many excellent medicinal properties. It is a stabilized oxygen called Ion that is very effective in killing all harmful bacteria without any of the harmful health affects associated with chlorine or iodine. In fact, it is very healthy. For long term storage add 20 drops of Ion per gallon of water. One bottle will purify two 55 gallon drums. It is also excellent for your emergency packs (72 hr kits). It is small and light weight (2.33 oz.) but extremely effective. It kills all harmful bacteria including giardia, cholera, dysentery, etc. within 2 1/2 minutes, but it also doubles medicinally, having many healing properties. You are welcome to write me if you would like more information on it.
Studies show that if water is bacteria-free and is stored in clean containers it will stay safe for several years. It is a good idea, however, to periodically check your water for purity and taste. And every few years it's a good idea to change it. One of the things that affects the taste of water is it "going flat". This occurs because of the oxidation that takes place as it sits. You can improve the taste by pouring the water back and fourth between containers to aerate it or by beating it with a hand egg beater. You also may want to store some flavorings such as fruit drink powders, kool-aid, etc. to add to your water if you find the taste objectionable. One of the other benefits of Ion is the oxygen remains suspended maintaining its good taste for much longer periods of time.

Remember also that you have several sources of water already in your home that can be tapped in an emergency such as your hot water heater, toilet tanks (don't use water from a tank that contains colored disinfectant. It is poisonous.), water pipes, ice in the freezer, etc.

Water is relatively inexpensive to store and certainly not difficult to do - but certainly the time to store it is now. Water that we take so for granted when things are normal, in an emergency becomes absolutely critical. This is an item you can't afford to overlook in your preparedness preparations.
