WASHINGTON (AP) - A leading House Democrat calls it another example of how the Bush administration has been "mischaracterizing and misstating" the Iraq war.

John Murtha was asked about a memo from outgoing Defense Secretary Donald Rumsfeld on NBC's "Today" show. In the memo, dated a day before the election, Rumsfeld called for a "major adjustment" in U.S. tactics in Iraq.

Murtha says the conflict in Iraq has descended into civil war, with U.S. troops "caught in between." Once Democrats take over Congress in January, he says, he'll put pressure on the administration to redeploy U.S. troops.

Brookings Institution senior fellow Michael O'Hanlon told CBS that the Rumsfeld memo is "pretty close to an admission that we are failing."

But on the Sunday talks shows, national security adviser Stephen Hadley played down the memo, describing it simply as a laundry list of ideas.
