East meets West as Corps amends incentive pay
Instructors nationwide can earn extra cash

East Coast combat instructors are now eligible to receive hazardous duty incentive pay after they were overlooked in a recent policy message, according to a new message.

The new message, MarAdmin 317/06, came July 12, five weeks after the Corps announced eligibility for anti-armor/assaultman instructors serving at the Marine Corps’ Schools of Infantry.

The pay, which comes to $150 per month, is an incentive for Marines who demolish explosive obstacles, explosive hazards or weapon caches.

According to the June release, only assaultmen instructors from the School of Infantry West were authorized to receive these monthly payments.

The new message expands that eligibility to School of Infantry East.

“They were supposed to be included in the first one,” but the information was left out by mistake, said Capt. Phillip Bonincontri, the Marine Corps’ compensation chief.

The pay is available for Marines who “regularly do jobs that are dangerous, either by environment or materials handled,” according to www.militarypay.com.

A Marine must successfully complete a Captured Enemy Ammunition course, Bonincontri said, but there is an exception because the course has only been available since August.

Marines who have not taken the class but have received this training in the field are eligible for the pay, according to the message.

Bonincontri said that if a Marine meets the criteria, he should present his information through the chain of command.

Marines are authorized hazardous duty incentive pay only during the months they perform demolition, the message states.

Recon denied

The message went on to say that reconnaissance Marines were denied authorization by the deputy commandant for Manpower and Reserve Affairs because they do not meet the mandatory requirements.

“Although the use of explosives is inherently dangerous, using explosives to destroy unknown explosives is above what is considered within the normal parameters of a reconnaissance Marine’s duty,” the July 12 message states.

EOD enticement

The pay is meant to induce Marines who demolish explosives on a daily basis, such as explosive ordnance disposal technicians, to continue to volunteer daily.

Other hazardous duty incentive pay duties throughout the service include parachute jumping, flight deck duty, pressure chamber duty, human subject experiments, experimental human stress, toxic fuels duty, toxic pesticides duty, dangerous viruses’ lab duty and handling chemical munitions, according to www.militarypay.com.

The amount of hazardous duty pay varies from branch to branch.

Payments for soldiers and airmen go from $150 to $340 a month. Sailors receive $150 a month.
