KAISERSLAUTERN, Germany — Applications and essays are being accepted for the 2003 Scholarships for Military Children program, which awards at least $1,500 to winning high school and college students worldwide.

To be considered, students must include an essay answering the question: How has being the child of a military service member influenced your educational goals? The application deadline is Feb. 21.

The program has awarded 920 scholarships and nearly $1.5 million in its first two years, according to a news release.

Various manufacturers, brokers and suppliers that provide products to Defense Commissary Agency commissaries donated the scholarship funds.

The Fisher House Foundation administers the program. The Fisher House provides lodging for families whose loved ones are receiving medical care at military hospitals.

The scholarship program was created to recognize the contributions of military families to the readiness of the fighting force and to celebrate the role of the commissary in the military family community, according to the DECA Web site.

Scholarships funded through contributions will be awarded annually for each DECA commissary worldwide, as long as there are qualified applicants, the Web site says. In some cases — based on funds available — scholarships may exceed $1,500 per student.

Applications and instructions for the 2003 program can be downloaded from http://www.commissaries.com or http://www.fisherhouse.org.

They can also be picked up at any commissary.

The scholarship program is open to dependent unmarried children (younger than 23) of active duty personnel, Reserve, Guard and retired military.

Eligibility will be determined using the Defense Enrollment Eligibility Reporting System database. Applicants should ensure they, as well as their sponsor, are currently enrolled in the DEERS database and they have a current ID card. All applicants must be citizens of the United States.

Applicants must have a minimum grade point average of 3.0. Applicants must be planning to attend, or already attending, an accredited college or university full-time in the fall term of 2003. Students attending a community or junior college must be enrolled in a program of studies designed to transfer directly into a four-year program.
