They are elected!!! This may very well be the reasoning behind the Privacy Act of 1974 Laws! The law was not made to protect the average private citizen, but rather the elite political citizens and other crooks. Hell! It protected Kerry's military files from being viewed by the citizens of this country, why not any other criminal records as well. Besides, it is so much easier to lose files, and histories, when no one knows they are there, and no one can view them if they are!
